Charnwood location and character

Charnwood lies in the western part of Belconnen, which was established in 1966 by the Commonwealth through the gazettal of the Districts Ordinance 1966. It sits approximately 13 kilometres north-west of the Canberra city centre.

The suburb name was gazetted on 9 September 1971. According to the ACT planning authority, the suburb is named after a former homestead in the Belconnen District: Henry Hall obtained a grant of 3,492 acres, or 14.13 square kilometres, of land which he named Charnwood in 1833, after the Forest of Charnwood in England.

Charnwood's estate design was based on the Radburn principle. Under this design, houses were to face common parkland, with the suburb's streets servicing garages situated at the rear of the houses. That layout is unusual and has practical consequences for buyers, which are set out below.

Transport and amenity in Charnwood

Canberra's light rail does not serve Belconnen. Light rail Stage 1 commenced services on 20 April 2019 between Gungahlin and the city, and Stage 2A from Civic to Commonwealth Park is under construction and expected to be operational in early 2028. Transport Canberra buses serve Charnwood and connect it to the Belconnen Town Centre and the city.

Road access is by Ginninderra Drive and Southern Cross Drive, the principal arterials through western Belconnen.

The Charnwood group centre provides local shopping and services, and the Belconnen Town Centre offers the district's full range. This guide does not describe school catchments, which the ACT Education Directorate can confirm.

The Radburn layout in Charnwood

The Radburn model was used in the planning of some Canberra suburbs developed in the 1960s, in particular Charnwood, Curtin and Garran, and a small part of Hughes. Under the Radburn principle, houses face common parkland rather than the street, and vehicle access and garaging are at the rear.

For a buyer, that arrangement changes several ordinary assumptions. What the street frontage looks like may not be what the house actually faces, access for deliveries and removalists can differ from a conventional lot, and the relationship between a dwelling and the adjoining common land is worth establishing on the ground rather than from a plan.

It is worth walking a prospective property from both the parkland side and the street side before making an offer, since the two present quite differently. A valuer familiar with the district will account for the layout, but a buyer comparing Charnwood with a conventional suburb should understand what they are comparing.

Housing stock in Charnwood

Charnwood is built predominantly of detached houses from the early 1970s, with a townhouse component and effectively no apartments. Its bedroom profile is weighted heavily toward three-bedroom homes.

At the 2021 Census, 1,021 of the 1,167 occupied private dwellings were separate houses, 148 were semi-detached or townhouse dwellings and only 3 were flats or apartments, so houses made up 87.5 per cent of occupied homes against 72.3 per cent nationally. Three-bedroom homes numbered 793, well ahead of 200 four-bedroom dwellings, with 112 having two bedrooms.

The Census also recorded 69 unoccupied private dwellings out of 1,237 on Census night. Inspections on early 1970s Canberra housing commonly consider roof and ceiling condition, original wiring and plumbing, insulation performance given the cold winters, and asbestos-containing materials, which are addressed in detail below.

Who lives and buys in Charnwood

The 2021 Census counted 3,055 residents in Charnwood, with a median age of 35 against 38 for Australia and an average household size of 2.5 people, matching the national figure. Adults aged 35 to 44 were the largest group at 505, followed by 495 aged 25 to 34 and 424 children aged 5 to 14.

Mortgaged ownership leads. The Census recorded 527 dwellings owned with a mortgage, 365 rented and 260 owned outright, so 45.7 per cent of households with a stated tenure held a mortgage, 31.7 per cent rented and 22.5 per cent owned outright, against 35.0, 30.6 and 31.0 per cent nationally.

Median weekly household income was $1,818 against $1,746, median monthly mortgage repayments were $1,755 against $1,863 and median weekly rent was $380 against $375. That income is the lowest recorded in these Canberra guides, and the repayment and rent figures are the lowest as well, which places Charnwood at the accessible end of the Canberra market.

Leasehold title and buying in Charnwood

Land in the ACT is not freehold. It is granted under a Crown lease, and most residential Crown leases run for 99 years, with a buyer taking on the remaining term. Every Crown lease contains a purpose clause specifying the permitted use of the land, and varying it requires permission from the Territory Planning Authority and attracts the Lease Variation Charge on the resulting uplift in value.

Under the Civil Law (Sale of Residential Property) Act 2003, a seller must attach a required set of documents to the contract before the property is advertised. Those include building and compliance inspection reports, from an inspection carried out not earlier than three months before the property was first advertised, building conveyancing inquiry documents, an energy efficiency rating statement, copies of all interests and encumbrances, an extract of the title, and the Crown lease and deposited plan.

A buyer is entitled to a cooling-off period of five business days, ending at 5pm on the fifth working day after it begins, and forfeits 0.25 per cent of the purchase price to withdraw during that period.

Loose-fill asbestos and home loan considerations in Charnwood

Charnwood requires closer attention to loose-fill asbestos than most Canberra suburbs. Between 1968 and 1978 the Canberra company D. Jansen and Co, later trading as Asbestosfluf Insulations and known since the 1990s as Mr Fluffy, blew loose-fill amphibole asbestos into the roof spaces of Canberra homes. In 2015 the ACT Government released a list of 1,022 affected properties, and the contamination was concentrated in certain suburbs, Charnwood among them.

A Commonwealth audit in 1988 identified most affected homes and a clean-up between 1989 and 1993 addressed about 1,040 of them, but residue remained in some and others were missed, which is why the 2014 eradication scheme bought back and demolished affected houses from July 2015, selling the cleared blocks for redevelopment. A vacant or recently built block in this suburb may therefore carry that history.

Buyers should check the Affected Residential Premises Register for a specific address and read the asbestos information in the contract documents, because insurers and lenders treat a known affected property differently. Beyond that, detached houses on standard Crown leases are accepted security, though with only 1,167 occupied dwellings comparable evidence is limited, and the Radburn layout means a valuer should be familiar with the district.
