Location and character of Box Hill
Box Hill lies about 14 km east of the Melbourne CBD in the City of Whitehorse. Whitehorse Road runs east-west through the centre, crossed by Station Street and Elgar Road, and the Eastern Freeway passes to the north. The suburb has been treated as a major suburban centre in metropolitan planning for decades, and its core now has a skyline of residential and office towers that is unusual for a middle-ring suburb. Surrounding the core are residential streets of detached houses, units and townhouses that extend towards Mont Albert, Box Hill North, Box Hill South and Blackburn.
The centre is a focus for Melbourne's Chinese-Australian community, which is evident in the restaurants, grocers and professional services around the station and along Whitehorse Road and Station Street. Of 5,965 occupied private dwellings, 3,168 were flats or apartments, 1,476 were semi-detached or townhouse dwellings and 1,314 were separate houses, or about 53.1 per cent, 24.7 per cent and 22.0 per cent respectively. Some 1,513 apartments were in blocks of nine or more storeys, and 1,344 of 7,310 total dwellings were unoccupied on Census night.
Renters form a clear majority. Excluding households that did not state their tenure, 3,452 rented, or about 58.5 per cent, while 1,184 owned outright and 1,049 owned with a mortgage. The 2021 Census median weekly rent was $381, close to the Australian median of $375, and median monthly mortgage repayments were $1,950 against $1,863 nationally. Median weekly household income was $1,267, well below the national $1,746, which partly reflects the number of students. For buyers, the data indicate strong tenant demand but also a market with many investor-owned apartments, so owner-occupier appeal and vacancy deserve attention when comparing buildings.
Planning, the Suburban Rail Loop and risks in Box Hill
Planning for the centre is now led by the Victorian Government. Whitehorse City Council explains that the Suburban Rail Loop Authority is preparing structure plans for the precincts around each new station, including Box Hill, which may change land uses, building heights and densities and add open space and other infrastructure.
